摘要
国有企业是国民经济的重要组成部分,国有企业能否科学合理地分类,是影响国有企业改革方向的重要因素。在分析目前国有企业经营现状的基础上,整理国内外国有企业分类依据、管理体制机制问题,从中提出适合我国国情的国有企业分类方法,将国有企业在商业类和公益类的基础上进一步细分,同时对国有企业的改革方向进行探究,旨在理顺国有企业出资人代表关系,提升国有企业的经济效益和社会效益。
State-owned enterprise(SOE) occupies an important part of national economy, so whether it can be classified scientifically and reasonably is an crucial factor that affects its reform direction. Based on the analysis of current SOE operating situation, this paper collated the classification basis and management system and mechanism of domestic and foreign SOE, and proposed a classification method suitable for China’s national conditions. Under the commercial and public welfare categories, SOE was further subdivided. The SOE reform direction was explored as well, in order to clarify the relationship between SOE investor representatives, and improve the economical and social benefits of SOE.
