新时代的高等教育质量治理:缘起、困境与出路 被引量:9

Quality Governance of Higher Education in the New Era:Origin,Dilemma and Countermeasures

摘要 当前,中国高等教育已经步入质量发展的新时代,高等教育质量发展呈现出一系列新的变化,如高等教育质量主体日益多元化、质量管理渐趋分权化和质量机制渐趋市场化等,我国高等教育质量发展正从政府一元主导的“质量管理”时代步入多元主体共同参与的“质量共治”时代。在实践中,我国高等教育质量治理仍然面临着治理理念不彰、主体权责不清、治理机制不全、治理能力不高等诸多现实困境,制约着高等教育质量治理理念与实践的深入发展。为此,我国高等教育质量发展亟须摆脱旧有思想观念和体制机制的束缚,通过树立学术本位、多元参与的质量治理理念,构建多元参与、民主协商的质量治理机制,积极培育自我反思、追求卓越的质量文化精神,实现从质量管理向质量治理的革命性转变,从而释放高校各质量主体的创新发展活力,实现高等教育内涵式发展。 In recent years,with the intensive development of higher education and the deepening reform of higher education management system,a series of new changes have taken place in the development of higher education quality,such as the increasing diversity of higher education quality subjects,the gradual decentralization and marketization of quality management.Therefore,the development of higher education quality in China is stepping from the era of the"quality management"dominated by the government into the era of quality co-governance with multiple participation.However,in practice,the governance is still facing the realistic predicament of poor governance concept,unclear rights and responsibilities of the main body,incomplete governance mechanism and low governance ability,which restricts the further development of the governance of higher education quality.Therefore,the development of higher education quality in our country urgently needs to get rid of the shackles of ideology and system mechanism.Through establishing the quality management concept of academic standard and pluralistic participation,constructing the quality management mechanism of pluralistic participation and democratic consultation,actively cultivating the quality culture spirit of self-reflection and pursuit of excellence,realizing the fundamental transformation from quality management to quality management,thus releasing all qualities of colleges and universities.The innovative development vigor of the subject of quantity is to realize the connotative development of higher education.
