摘要
《关于深化体教融合促进青少年健康发展的意见》(以下简称《意见》)的颁布确定了新时代青少年竞技体育后备人才培养必须走协同治理的路径。新中国成立以来,体育与教育双方在发展过程中实现了从体教结合向体教融合的转变,体现了不同历史时期青少年竞技体育后备人才培养的时代诉求。但按照《意见》提出的新要求和新目标,青少年竞技体育后备人才培养的协同治理还面临着体育法律法规建设相对滞后、体育与教育管理部门协同度不够、社会力量参与协同治理门槛高、部门平级协同督导缺少约束力的堵点。提出健全协同治理的法治程序、制定行政部门协同治理的合作清单、降低社会力量参与的审批门槛、探索建立第三方评估机制的协同治理路径。
The promulgation of"Opinions on Deepening the Integration of Sports and Education to Promote the Healthy Development of Teenagers"(hereinafter referred to as"Opinions")determines that the training of young competitive sports reserve talents in the new era must take the path of collaborative governance.Since the founding of the People’s Republic of China,both sports and education have realized the transformation from the combination of sports and education to the integration of sports and education in the development process,which reflects the demands of the times for the training of young competitive sports reserve talents in different historical periods.However,according to the new requirements and new goals put forward in the Opinions,the collaborative governance of the training of young competitive sports reserve talents still faces some blocking points,such as the lagging construction of sports laws and regulations,the insufficient degree of coordination between sports and education management departments,the high threshold for social forces to participate in collaborative governance,and the lack of binding force of departmental collaborative supervision at the same level.It is proposed that the rule of law procedure of collaborative governance should be improved,the cooperation list of administrative departments should be made,the approval threshold of social forces should be lowered,and the collaborative governance path of establishing a third-party evaluation mechanism should be explored.
