摘要
科研事业单位是海南省科技创新力量的重要组成部分,提供主要的社会公共科技服务产品,是政府实现发展战略的重要依托力量。海南自贸港建设深入推进给科研事业单位人才队伍建设带来全新的发展环境变化。运用SWOT分析发现,海南科研事业单位人才团队建设自身具有的优势并不明显,内部的诸多劣势是制约人才团队建设发展的瓶颈问题,但自贸港下外部发展机遇优势非常突出,提出了充分利用外部机遇,扭转内部劣势是更为适合当前海南省科研事业单位人才团队建设发展现状的战略发展路径,并提出了相应对策建议。
Scientific research institutions are an important part of scientific and technological innovation force in Hainan Province.They are the important support for the government to realize the development strategy,and they provide the main social public service products of science and technology.The establishment of Hainan Free Trade Port is bringing a new environment for construction of talent teams by scientific research institutions.SWOT analysis shows that the advantages of talent teams in scientific research institutions are not obvious,and that many internal deficiencies are the bottleneck problems restricting the development of talent teams.However,the advantages of external development opportunities under the construction of free trade port are very prominent.A strategic development path more suitable for the construction of the talent teams for the scientific research institutions in Hainan was developed through making full use of external opportunities and reversing internal disadvantages,and some countermeasures and suggestions were put forward thereof.
