摘要
构建国内国际双循环相互促进的经济新发展格局,是中共中央基于当前国内外经济形势的准确判断而适时提出来的。在全球治理体系中,经济是技术创新能力的直观表达,由创新链治理所决定的技术权利是经济和技术绩效变革的关键。综合考察全球创新链治理特征、类型和趋势性演变,比较细分领域的制造业融入全球创新链模式和经验,进而分析中国参与全球创新链治理的战略取向、重点领域和模式转变,以及中国参与全球创新链治理的机制和路径,并对测度方法、约束条件和障碍突破进行理论推演,可得出如下认识,即中国深度参与全球创新链治理,要从技术政策、创新系统网络建设、跨境技术投资、国际产能合作、区域创新和产业政策等方面进行联动和协调,同时要极力规避“技术拿来主义”“为出口而进口”“补贴错配”和“技术俘获”。
The CPC Central Committee timely put forward the construction of a new economic development pattern in which domestic and international dual circulation can promote each other based on the accurate judgment of the current domestic and international economic situation.In the global governance system,economy is the intuitive expression of technological innovation ability,and the technological right determined by innovation chain governance is the key to the transformation of economic and technological performance.From a comprehensive review of global innovation chain governance,the following conclusions can be drawn.China’s deep participation in global innovation chain governance requires linkage and coordination in terms of technology policy,innovation system network construction,cross-border technology investment,international production capacity cooperation,regional innovation and industrial policy.At the same time,China should try its best to avoid“technology fetching doctrine”,“import for export”,“subsidy mismatch”and“technology capture”.
