摘要
RCEP自贸区的签署意味着全球约三分之一的经济体量将形成一体化大市场,这为中日经贸合作开辟了更广阔的空间。通过RCEP,中日两个贸易大国首次建立了自贸协定关系,双方市场开放度将进一步提高,不仅开放两国重点关心领域的投资限制,进出口产品关税也将得到大幅削减,区域累计原产地规则以及便利的海关通关手续将进一步提高中日贸易便利化水平,RCEP生效后的中日经贸合作将迎来更多更好的发展机遇。但是,当下国际风云突变,中美关系恶化以及由此带来的中日关系紧张使中日经贸合作的外部环境复杂化,加之中日经贸关系自身还存在诸多问题和不平衡,既有矛盾与新挑战相互交织。展望未来,RCEP框架下的中日经贸关系机遇与挑战并存,但总体来看,世界经济复苏特别是中国经济的强势回暖等利好因素上升,中日经贸合作长期稳定发展前景可期。
The signing of the RCEP free trade zone means that about one-third of the world’s economy will form an integrated market,opening up a broader space for China-Japan economic and trade cooperation. Through RCEP,the two major trading nations of China and Japan have established a free trade agreement relationship for the first time. The market openness of the two parties will be further improved. Not only will the investment restrictions on key areas of concern of the two countries be opened,tariffs on import and export products will also be significantly reduced,and the cumulative origin of the region will be increased. Rules and convenient customs clearance procedures will further enhance the level of trade facilitation between China and Japan,and China-Japan economic and trade cooperation under the RCEP framework will usher in more and better development opportunities. However,in the current international situation,the deterioration of China-US relations and the resulting tensions in China-Japanese relations have complicated the external environment for China-Japanese economic and trade cooperation. There are still many problems and imbalances in China-Japanese economic and trade relations,and there are contradictions and conflicts. New challenges are intertwined and the road is tortuous. Looking ahead,opportunities and challenges coexist in China-Japan economic and trade relations under the RCEP framework. However,overall,favorable factors such as the recovery of the world economy,especially the strong recovery of the Chinese economy,have risen,and the long-term and stable development prospects of China-Japan economic and trade cooperation are promising.
