摘要
全球化、美国单极格局和制度化合作是冷战后国际秩序的显著特征。通过观察新冠肺炎疫情冲击下国际体系内行为体的互动变化,可以更好地理解国际秩序的转型方向。受疫情影响,全球化进程和地区合作受阻,进一步加剧国内政治与国际体系的反向联动。同时,疫情凸显美国体系领导力缺失,大国制度博弈愈演愈烈,既有体系结构的不稳定性提升,冲击现行国际秩序。整体而言,国际秩序未发生本质改变,权力结构的“去中心化”进一步持续、制度安排中功能性合作与新制度建立加速推进。后疫情时代,全球化和国际合作将在重组整合中波动前行,在这种情况下,中国在积极推动多边主义进程和“一带一路”倡议应对国际体系无序状态的同时,以国内发展作为应对秩序转型和参与全球治理的基础。
Globalization,US-unipolarity,and institutionalized cooperation are the most prominent features of the Post-Cold War international order.By observing the interaction among actors in the system under the impact of COVID-19,we can easily understand the direction of international order transition.Influenced by the epidemic,globalization and regional cooperation have been stalled.During the period,virus exacerbates counteractive from domestic politics to international system,and highlights the international phenomenon that US leadership is declining.In addition,institutional game among great powers becomes more intense.All of them are impacting the current international order by leading to the instability of existing system structure.All in all,international order has not basically changed.However,power structure is decentralized and diversified.While,the transformation of institutional arrangements continues to accelerate,based on functional cooperation and establishment of new model.In the post-epidemic era,globalization and international cooperation will move forward by restructuring and integration.In this instance,China can actively promote multilateralism and Belt and Road initiative to cope with the disordered condition of system.At the same time,China should take domestic development as a basis for responding to order transformation and participating in global governance.
