2060年碳中和引致中国经济系统根本性变革 被引量:81

Carbon Neutrality by 2060 Leads to Fundamental Changes in China′s Economic System

摘要 在面临诸多不利条件和巨大挑战下,中国毅然决然作出了"2030年前碳达峰、2060年前碳中和"承诺,彰显为推进全球气候变化治理和构建人类命运共同体所作出的巨大努力;2060年前实现碳中和,要求中国经济系统必须进行彻底的绿色低碳转型发展。针对实现碳中和目标引发能源体系的革命性变革进行了分析,并分领域阐述了碳中和目标如何"倒逼"经济发展方式的根本转型;同时,对处理好2030年前碳达峰与2060年前碳中和的辩证关系、发挥碳减排与污染治理的协同效应、实现碳中和与提升产业竞争力等问题进行了探讨。进而对促进中国经济系统根本性变革,为确保如期在2060年前实现碳中和,在政策设计、科技创新、体制机制改革、国际合作等方面提出了对策建议。 China has resolutely made the commitment of"reaching the peak of carbon emission by 2030 and carbon neutrality by 2060"in spite of facing many adverse conditions and great challenges,which highlights the great efforts made by China to promote the governance of global climate change and build a community of shared future for mankind.The realization of carbon neutrality by 2060 requires that China′s economic system must undergo a thorough green and low-carbon transformation and development.This paper analyzes the revolutionary changes in China′s energy system caused by the realization of the carbon neutrality goal,and expounds how the carbon neutrality goal"forces"the fundamental transformation of China′s economic development mode from different fields.This paper also discusses the dialectical relationship between carbon peak in 2030 and carbon neutralization in 2060,the synergy of carbon emission reduction and pollution control,the realization of carbon neutrality and the promotion of industrial competitiveness.Finally,this paper puts forward countermeasures and suggestions to promote the fundamental transformation of China′s economic system and ensure the realization of carbon neutrality by 2060.
