摘要
政府采购货物和服务中的每一个项目都凝结着政府采购人、代理机构、供应商、交易中心、各级监管部门以及评审专家等的智慧和汗水。如果违法或者不当行使废标权,就会造成前期大量人力、物力和财力的巨大损失,因此有必要对废标的主要情形进行梳理,从而总结经验,并提出对策建议。
Every item in government procurement of goods and services is condensed with the wisdom and sweat of government purchasers,agencies,suppliers,trading centers,regulatory agencies at all levels,and review experts.If you illegally or improperly exercise the right to abolish the bid,it will cause a huge loss of human,material and financial resources in the early stage.Therefore,it is necessary to sort out the main circumstances of the abolishment,so as to summarize experience and propose countermeasures.
