摘要
城乡基本公共服务设施和基础设施均等化是乡村振兴战略的重要组成部分,对于解决乡村地区设施供给与需求不匹配的矛盾具有突出的意义。本文依托《盐城市乡村基本设施配套标准》实践案例,从市域层面出发,对乡村基本设施配套思路方法进行了探讨。提出乡村基本设施配套应关注四方面的内容:一是搭建平台,整合各部门的底线要求;二是适应形势,关注各类新型需求;三是弹性控制,分类引导设施配套;四是公众参与,图示化表达设施配套标准。
The equalization of urban and rural basic public service facilities and infrastructure is an important part of Rural Revitalization Strategy,which is of great significance to solve the contradiction between the supply and demand of facilities in rural areas.Based on the practical case of"Yancheng Rural Infrastructure Supporting Standards",this paper discusses the ideas and methods of rural infrastructure supporting from the city level.Four aspects should be paid attention to:first,building a platform to integrate the bottom line requirements of various departments;Second,adapting to the situation and paying attention to all kinds of new demands;Third,using flexible control of facilities supporting with classified guidance;Fourth,encouraging public participation with graphic expression of facilities supporting standards.
