摘要
加强和创新社会治理是海南自由贸易港建设的应有之义和重要保障,是海南推进国家治理体系和治理能力现代化的必经之路。当前海南社会治理领域面临部分干部观念转变滞后、基层自治组织过度行政化、有效参与社会治理的社区社会组织薄弱、公民参与水平和技能不足、基层法治观念不强等多方面困境。海南应当以自由贸易港建设为重要历史契机,积极学习经济发达地区的社会治理创新经验,在党建引领、基层民主协商、信息技术支撑、社会组织有效参与等方面大胆创新,探索与海南自由贸易港相辅相成的社会治理共同体的现实路径。
Strengthening and innovating social governance is the due and important guarantee for the construction of Hainan free trade port,and the critical way for Hainan to promote the modernization of national governance system and governance capacity.At present,the social governance field in Hainan is faced with many difficulties,such as the backward change of some cadres’ideas,the excessive administration of grass-roots autonomous organizations,the weakness of community social organizations that effectively participate in social governance,the insufficient level and skills of citizens’participation,and the insufficient grass-roots concept of rule of law.Hainan should take the construction of free trade port as an important historical opportunity,actively learn from the experience of social governance innovation in developed regions in our country,with the innovation in the aspects of Party building guidance,the grass-roots democratic consultation,the information technology support,the effective participation of social organizations,and explore the realistic path of social governance community complementary to Hainan free trade port.
