摘要
提升公共文化服务效能是新时代完善公共文化服务体系的重要途径。以乡镇文化站为切入点,聚焦四川省崇州市公共文化服务效能转变过程,运用案例分析方法探讨社会组织参与农村基层公共文化服务供给的嵌入过程与效能提升路径。研究发现,社会组织通过制度、专业、服务、技术嵌入到公共文化服务中,从群众的需求出发,以多主体、多维度的方式满足群众多元文化需求,调动了农村群众参与的积极性,显著提升了基层公共文化服务的效能,为社会组织带动公共文化服务效能的提升奠定基础和提供可能性。
Improving the efficiency of public cultural services is an important way to promote the system of public cultural services in the new era.With the township cultural station as the entry point,focusing on the public cultural service efficiency transformation process in Chongzhou City,Sichuan Province,the paper uses the case analysis method to explore the embedded process and efficiency improvement path of social organizations to participate in the rural grass-roots public cultural service supply.It is found that the social organizations have embedded into the public cultural services through system,professional,service and technology,met the demand of the multicultural needs with many subjects and multi-dimensional ways,aroused the enthusiasm of the participation of the rural residents,and significantly improved the efficiency of the basic public cultural services,which lays the foundation and provides the possbility for social organizations to drive the performance improvement of the public cultural services.
