摘要
基于我国280个地级市2003-2016年的平衡面板数据,从低碳试点政策层面出发,采用双重差分模型评估、分析了低碳试点城市建设政策对城市废气排放量的影响,并进一步采用倾向得分匹配与双重差分模型进行验证,结果表明:低碳试点城市建设平均降低了16.3%的二氧化硫废气排放水平。机制分析表明,低碳试点城市建设存在技术效应和效率升级效应,但对结构效应并不显著。异质性分析表明,对于II型大城市和I型大城市,低碳城市建设减排效应显著。对于高经济发展水平、高城市化水平、高外商直接投资水平、高研发投入水平的城市,低碳试点政策效应比较显著。据此,提出进一步推广低碳试点政策、引导低碳城市建设的相关建议。
This paper was based on the balance panel data of 280 prefecture-level cities in China from 2003 to 2016,the DID model was used to evaluate and analyze the impact of low-carbon pilot city construction policies on urban exhaust emissions,from the perspective of low-carbon pilot policies.Furthermore,the PSM-DID model was used to verify the conclusion. The results showed that low-carbon pilot projects have reduced sulfur dioxide emissions by about 16. 3 percent on average. Mechanism analysis showed that there were technological and efficiency upgrading effects in the construction of low-carbon pilot cities,but the structural effect was not significant.Heterogeneity analysis showed that for type II and type I cities,low-carbon pilot policies have significant emission reduction effect,and low carbon pilot policy is significant for cities with high economic development level,high urbanization level,high level of foreign direct investment and high level of R&D investment. This paper has important theoretical and practical significance for giving full play to the role of the government in market regulation,further promoting low-carbon pilot policies and increasing support.
