摘要
目的:对2016-2018年贵州省经常性卫生费用筹资状况进行核算和分析,为制订和调整相关卫生政策提供依据。方法:以SHA 2011框架核算为基础,分析贵州省经常性卫生费用总额、筹资方案、机构配置、功能消耗等。结果:2016-2018年贵州省人均经常性卫生费用为2064.12-2362.59元,经常性卫生费用占GDP比重为5.74%-6.31%。2018年贵州省经常性卫生费用筹资来源中,公共筹资方案和家庭卫生支出占比分别为41.14%、32.46%;从机构配置看,医院占69.72%,基层医疗卫生机构和预防机构分别占12.31%、3.90%;从功能消耗看,用于治疗服务、预防服务的费用分别占83.16%、6.45%。结论:贵州省人均经常性卫生费用水平偏低,所筹费用主要流向医院,基层医疗卫生机构和预防服务投入不足。
Objective:To calculate and analyze the financing status of current health expenditure in Guizhou province from 2016 to 2018,so as to provide scientific basis for formulating and adjusting relevant health policies.Methods:Current health expenditure in Guizhou province based on System of Health Accounts 2011 was estimated by the total amount of current health expenditure,financing scheme,institutional allocation and functional consumption and so on.Results:From 2016 to 2018,the per capita current health expenditure in Guizhou was 2064.12-2362.59 yuan,current health expenditure accounted for 5.74%-6.31%of GDP.In 2018,among the source of financing of current health expenditure in Guizhou,public financing scheme and household out-of-pocket payment accounted for 41.14%and 32.46%respectively.From the perspective of institutional allocation,hospitals accounted for 69.72%,grassroots medical and health institutions acounted for 12.31%,and prevention institutions acounted for 3.90%.From the perspective of functional consumption,the expenditure for treatment and prevention services accounted for 83.16%and 6.45%respectively.Conclusion:The level of per capita current health expenditure in Guizhou province is low,most of the funds flow to the hospitals.The investments in grassroots medical and health institutions and prevention services are insufficient.
