摘要
继山东、湖北等地出台规范整治小型液化天然气气站政策后,浙江省也开启企业自建燃气设施专项整治行动。目前,浙江大部分小型液化天然气气站属于无立项、无手续、无验收的三无站点,存在安全管理盲区,安全隐患不可控等现象。小型液化天然气气站的监管正逐步向更规范和更安全的治理方向转变。文章通过介绍各地政策、工艺流程、生产运行等分析小型液化天然气气站在项目前期、工程设计、工艺技术、项目验收、运行维护等环节存在的风险和隐患,提出针对性解决措施。
After Shandong,Hubei and other places issued policies to regulate and rectify small-scale LNG gasif ication stations,Zhejiang Province has also initiated special rectif ication of self-built gas facilities by enterprises.At present,most of the small-scale LNG gasif ication stations in Zhejiang are stations with no project,no formalities,and no acceptance.There are blind spots in safety management and uncontrollable safety risks.The supervision of small-scale LNG gasif ication stations is gradually changing to a more standardized and safer direction.This paper analyzes the risks and hidden dangers of small-scale LNG gasif ication stations in the early stage of the project,engineering design,process technology,project acceptance,operation and maintenance by introducing local policies,technological processes,production and operation,etc.,and proposes targeted solutions.
