摘要
中国与周边“一带一路”沿线国家之间有30多种语言跨境分布,对其进行科学治理不仅关系到我国边疆地带语言安全,还与我国周边民族和邻国的和谐关系构建紧密相关,因此,中国与“一带一路”邻国的跨境语言治理是“一带一路”沿线区域语言治理中非常敏感、复杂、重要的组成部分,需要审慎对待和高度重视。充分了解治理对象并对其类型进行科学合理划分是语言治理的关键和前提,为此,结合中国周边跨境语言的境内外使用人口数量、语言活力状况、语言地位等因素综合考量,将其分为区域对称型、区域不对称型、国际对称型、国际不对称型等四类,并据此提出相应的治理规划和方案,以创建“各美其美,美美与共”的中国周边和谐跨境语言生活环境,维护我国边疆稳定和国家总体安全。
There are more than 30 languages used in the border areas between China and its neighboring countries along the“Belt&Road”.The scientific governance of these languages concerns not only the language security in China’s border areas,but also the establishment of a harmonious relationship among the nationalities of China’s border areas and its neighboring countries.Therefore,the cross-border language governance is the most sensitive,complex,and significant part of the regional language governance along the“Belt&Road”,which requires great caution and attention.The core and prerequisite of language governance is to fully understand the governance targets and scientifically categorize them.Judging from language vitality,language status,the number of people who use cross-border languages at home and abroad and other factors,it is reasonable to classify the cross-border languages into four categories:regionally in symmetry,regionally in asymmetry,internationally in symmetry and internationally in asymmetry.Based on this categorization,this research proposes some corresponding governance plans and strategies for building a harmonious cross-border language situation in China and its neighboring areas and for achieving the ideal cross-border language governance that enables each language to be vibrant and encourages all languages to coexist while keeping their individual particularity in the hope of maintaining China’s borderland stability and national security.
