摘要
农地经营权有序流转有利于促进当地农业农村发展。在简要梳理国内农地经营权流转保障机制研究进展的基础上,针对京津冀地区的特殊性,提出科学编制国土空间规划等相关规划、严格土地用途管制、倡导土地发展权等"共享"理念、构建统一的农村产权大市场等促进京津冀农地经营权有序流转的保障措施。
The orderly transfer of farmland management right is conducive to the development of local agriculture and rural areas.On the basis of a brief review of the research progress on the guarantee mechanism of farmland management right transfer in China,and in view of the particularity of Beijing-Tianjin-Hebei region,this paper puts forward some safeguard measures to promote the orderly transfer of agricultural land management right in Beijing-Tianjin-Hebei,such as scientific formulation of land spatial planning and other related planning,strict land use control,advocating the concept of"sharing"such as land development right,and building a unified rural property rights market.
