摘要
小学生课后服务区域发展经验是优化我国小学生课后服务的宝贵资源。通过问卷调查法与访谈法对W市中心城区小学生课后服务管理的现实考察发现,课后服务主体以学校和在职教师为主,课后服务对象基本遵循学生自愿原则;课后服务制度建设状况良好,但家长、教师等群体对课后服务相关规定与办法的熟悉度有待增强;课后服务内容较丰富,能适应不同年级学生的特点与要求,但课后服务形式相对单一;课后服务经费与时间管理极大程度满足了家长与学生需求,但增加了教师的工作负担;课后服务的多元价值获得学生家长的普遍认可,但还需进一步规范课后服务质量管理。优化我国小学生课后服务,要从鼓励多主体参与、形成课后服务工作合力,明确准公共产品属性、健全课后服务制度,拓展内容与形式、发挥课后服务育人功能,合理分摊课后服务成本、维护教师获取报酬权,制定课后服务管理标准、坚持动态评估保证质量等方面着紧用力。
The regional development experience is valuable resources to optimize the after-school service of primary school students in China.By the reality investigation of primary school in Central urban area of W.Through the questionnaire survey and interview method,we found that the main body of after-school service is school and teachers,and the object of after-school service basically follows the principle of students’ willingness.The construction of after-school service system is in good condition,but parents,teachers and other groups need to be more familiar with the relevant provisions and methods of after-school service.The content of after-school service is relatively rich,which can adapt to the characteristics and requirements of students of different grades,but the form of after-school service is relatively single.The funds and time management of after-school service greatly meet the needs of parents and students,but increase the work of teachers.The multiple values of after-school service are generally recognized by parents and students,but the quality management of after-school service needs to be further standardized.To optimize the after-school service of primary school students in China,it is necessary to encourage multi-agent participation,form a joint force of after-school service;to clarify the attribute of quasi-public goods,improve the after-school service system;to expand the content and form,give full play to the educational function of after-school service;to reasonably share the cost of after-school service,maintain the right of teachers to obtain remuneration;to formulate management standards for after-school service and adhere to the dynamic evaluate and ensure the quality.
