摘要
中欧班列是实现"一带一路"互联互通的生命线。随着货物贸易量的增加,中欧班列的货运量受到了现有国际铁路运输规则的制约。由于铁路运输单据的不可转让性,收货人无法通过开立信用证获得资金的融通,限制了中欧班列的货运量及资金回流。为解决这一问题,中欧班列借鉴具有权利凭证功能的海运提单,试图通过采用多式联运提单加铁路运单的"双轨制"运作模式,为中欧班列的最终买方提供资金融通的机会。长远则可通过国际协调,创新国际铁路运输规则。
China Railway Express is the lifeline to realize interconnection of the Belt and Road countries.With the increase in the volume of trade in goods,the volume of China Railway Express is restricted by the rules of international railway transportation.Due to the non-negotiable of railway waybill,it cannot be used for applying the letter of credit(L/C),which limits the volume of transportation and the ability of banks to provide financing services.To solve this problem,China Railway Express draws on the function of bill of lading and attempts to issue with railway waybill,which is called two-tier system.This system provides financing opportunities for the final buyers.For the long-term plan,China Railway Express will create new rules for international railway transportation by international coordination.
