摘要
运用文献资料、逻辑分析等方法,回顾、总结新中国成立至今我国农村残疾人体育发展取得的成就、经验和不足,展望全面建成小康社会后中国农村残疾人体育的发展策略。研究认为,我国农村残疾人体育发展经历了初创-发展-转型-攻坚四个时期,取得了显著的成绩。主要体现在以人为本的体育工作思路更加清晰,具有长远的体育顶层设计更加明确,富有创新的体育工作机制更加有力,体医融合的体育公共服务更加完善。形成确立了保障人权的体育理念、设计了康复需求的体育规划、明确了精准帮扶的体育工程、完善了专业救助的体育方案等发展经验。但存在农村残疾人体育相关法律法规空白、地区发展不平衡,农村残疾人体育发展严重滞后、农村残疾人教育程度低,体育健身意识薄弱、农村残疾人体育公共服务起步晚,基础设施尚不完备等问题。提出策略:以政策为导向,完善农村残疾人体育发展的法律基础;以解决主要矛盾为出发点,服务于农村残疾人体育发展需要;以农村残疾人体育需求为中心,夯实体育文化教育的基础地位;以全面建成小康社会为节点,优化农村残疾人体育工程等。
Based on the experience and limitations of the development of disabled sports in rural areas since the founding of the People's Republic of China,this study uses the method of literature research and logical analysis to explore the development strategy of disabled sports in rural areas after the building of a moderately prosperous society.Chinese rural sports development for the disabled has gone through four periods:start-up,development,transformation and breakthrough,which show remarkable results in the people-oriented work ideas,clear top-level designs,innovative work mechanism and perfect public service.We have formed and established the sports concept of protecting human rights,designed the sports planning of rehabilitation needs,defined the sports engineering of precise assistance,and improved the sports program of professional assistance.However,there are still some limitations,such as the lack of laws,unbalanced regional development,serious lag for the disabled in rural areas,low education level,weak awareness of sports and fitness,incomplete public sports services and infrastructure.As a result,this study proposes strategies to improve the legal basis of rural disabled people,meet the needs of rural disabled sports,consolidate the basic status of sports culture and education,and optimize the rural disabled sports project.
