摘要
本文利用2008-2017年中国31个省市自治区的"双一流"建设高校投入产出和地区经济数据,建立DEA模型测算了不同地区的创新效率,运用Moran I指数进行空间自相关性检验和局部自相关图,并建立了空间面板回归模型分析了"双一流"建设高校科技创新效率的影响因素。研究结果表明,我国不同地区创新效率呈现集聚特征,科技服务水平、国际合作与交流、应用与实验研究人数、R&D项目人数、地区经济发展水、人力资本水平等是影响高校创新效率发展的主要因素。通过上述研究得出的结论,对我国地区创新效率不平衡等问题提出了政策建议。
This paper uses the input-output of"Double First-Class"universities and economic data in 31 provinces in China from 2008 to 2017.A DEA model is established to measure the innovation efficiency in different regions.We use Moran I index for spatial autocorrelation test and local autocorrelation plot.This paper establishes a spatial panel regression model to analyze the influencing factors that affect the efficiency of science and technology innovation in"Double First Class"universities.The research results show that the innovation efficiency of different regions in China has agglomerated characteristics.The level of scientific and technological services,international cooperation and exchange,the number of applications and experimental research,the number of R&D projects,the regional economic development levle,and the level of human capital are the main factors affecting the development of innovation efficiency in universities.Based on the conclusions of the above studies,policy suggestions were made on issues such as the imbalance in regional innovation efficiency in China.
