摘要
为挖掘特种设备安全文化价值,提升特种设备安全文化水平,优化特种设备安全文化建设效率,从“智慧+”的定义出发,结合安全文化学与安全文化理论提出“智慧+特种设备安全文化”,并剖析其内涵、原则、意义。基于文化传播的“六度传播”理论,构建“智慧+特种设备安全文化”建设的四维宣教模型。基于四维宣教模型和“智慧+”思维,提出“智慧+特种设备安全文化”建设的系统—思维—主体可纠偏框架结构。与此同时,系统阐述“智慧+”视角下特种设备安全文化建设路径。研究表明:特种设备各主体线上与线下相辅相成是“智慧+”视角下特种设备安全文化的核心宣教模式;应进一步从完善机制、研究标准、丰富技术和发展产业4个层面优化特种设备安全文化建设模式。
In order to explore the value of safety culture of special equipment,improve the safety culture level of special equipment,and optimize the efficiency of safety culture construction of special equipment,"intelligence+special equipment safety culture"was put forward based on the definition of"intelligence+"and the combination of safety culture and safety culture theory.The connotation,principles,and meaning of"intelligence+special equipment safety culture"were analyzed.Based on the"six-degree communication"theory of cultural communication,a four-dimensional propaganda and education model for the construction of"intelligence+special equipment safety culture"was constructed.Based on the four-dimensional propaganda and education model and the"intelligence+"thinking,a correctable framework structure of system-thinking-subject for the construction of"intelligence+special equipment safety culture"was proposed.At the same time,the path of safety culture construction of special equipment was systematically explained from the perspective of"intelligence+".The research shows that the online and offline supplementation of the main bodies of special equipment is the core propaganda and education mode for safety culture of special equipment from the perspective of"intelligence+";and that the safety culture construction model for special equipment should be further optimized from the four levels of optimizing mechanism,researching standards,enriching technology and developing industry.
