摘要
就业是民生之本、民权之根。在当前疫情防控常态化的新形势下,实施就业优先战略和更为积极的就业政策,是推动企业复工复产和实现区域经济可持续发展的必要条件和必然选择。恩施土家族苗族自治州位于湖北省西南部,属于国家重点扶持的贫困地区,"招工难"和"就业难"并存的就业矛盾性问题在该地区仍然突出。为进一步摸清就业问题及现状、助推企业复工复产,更好地服务于恩施州"打好三大攻坚战、建强四大产业集群、推进项目建设、夯实发展平台、优化营商环境、增进民生福祉"六大重点任务,本文就该地区农村劳动力的就业状况和主要特点展开分析,提出缓解就业矛盾、推进农村劳动力就业的对策措施。
Employment is the root of people’s livelihood and civil rights. Under the new situation of epidemic prevention and control, the implementation of an employment priority strategy and more active employment policy is the necessary condition and inevitable choice to promote enterprises to resume production and realize the sustainable development of regional economy. The Enshi Tujia and Miao Autonomous Prefecture is located in the southwest of Hubei Province, which is one of the key poverty-stricken areas supported by the state. In order to find out more about the employment problem and the current situation, and to promote the resumption of work and production by enterprises, to better serve Enshi Tujia and Miao Autonomous Prefecture’s six major tasks of"making the three major challenges, building the four major industrial clusters, promoting project construction, consolidating the development platform, improving the business environment and improving people’s livelihood and well-being", this paper analyzes the employment situation and main characteristics of rural labor force in this area, and puts forward some countermeasures to ease the employment contradiction and promote the reemployment of rural labor force.
