摘要
随着“一带一路”合作的拓展深化,海外中国公民对健康风险保障及医疗服务的需求日益扩大,但医疗服务和健康保险保障的可及性有限。通过对“一带一路”沿线及伙伴国家的中国援外医疗队员、海外中资企业员工、劳务合作企业派出员工等海外中国公民发放结构性问卷调查和访谈发现:海外中国公民面临非传染性疾病和传染性疾病双重风险,特别是心理健康问题突出,在当地获取医疗健康服务方面存在就诊渠道有限、健康保险保障水平低、就医满意程度低等问题。因此,应完善商业健康保险险种的开发、扩大保险覆盖率,优化保险保障和受益范围、简化理赔流程,提高海外驻地的医疗服务能力并发展当地诊疗服务网络,加快发展远程医疗服务,以切实为海外中国公民提供有效的医疗健康保障。
Since the extended and deepening collaboration under the Belt and Road initiative,increasing demand on heath services and health insurance against related health risks is emerging among overseas Chinese citizens.Through the online survey with structured questionnaire to Chinese medical team members,employees from overseas Chinese enterprises,and employees dispatched by labor service cooperative enterprises,as well as the key informants interviews in the Belt and Road partner countries,results reveal that the main health risks faced by overseas Chinese citizens include non-communicable and infectious diseases,as well as mental health problems.They have limited access to medical and health services,limited health insurance coverage,and low satisfaction.In order to eff ectively improve the medical and health protection of overseas Chinese citizens,it is necessary to innovate the health insurance schemes,expand the coverage,optimize the health insurance package,and simplify reimbursement process,as well as to enhance the health services capacities of the on-site enterprise’s clinics,hospitals and build the services delivery network,and accelerate the development of telemedicine services.
