摘要
针对县域农村生活污水治理专项规划(简称规划)评审中发现的规划目标不切实际、推荐技术方案不符合农村现状等问题,探讨规划编制的前期调研内容要点、规划的内容结构、规划落实的保障措施等,明确了规划编制的思路要点:为确保规划真正落地执行,县域农村生活污水治理专项规划需要结合规划专业、给排水科学与工程专业共同完成;人口预测和排放水量、水环境功能区划和生态保护红线等方面现状分析与方案选择是前期调研的基础工作;工艺选择、管网收集模式确定、图纸配套、运维管理及投资估算等是规划重点;污水处理设施选址、分期建设内容、出户管网接入模式及规划目标是规划的必要内容。
Based on the problems found in the review of the special planning for the county-level rural domestic sewage treatment that planning objectives are unrealistic and the technical solutions suggested are unworkable for current rural situation,the preliminary investigation,the content structure of the plan and the safeguard measures for the implementation of the plan are discussed.The main points of the planning are defined:to ensure the successful implementation,special planning should involve not only planning but also the water supply and drainage science.The population prediction,water discharge,water environment function zoning,the ecological protection red line,and the situational analysis and solutions are the basic work for the preliminary investigation.Process selection,pipe network collection mode,supporting drawings,operation and maintenance management,investment estimation are the main part of planning.Location of sewage treatment facilities,construction in stages,the mode of pipe network access and the planning objectives are the indispensable part of the planning.
