摘要
以黑龙江省国有林区为研究对象,依据《黑龙江省森林工业综合统计资料汇编》(2009—2018年)、《黑龙江统计年鉴》(2010—2019年)数据,在遵循综合性、数据科学性、数据可获性、数据可量化原则基础上,从经济建设水平、社会发展水平、生态建设水平3个维度筛选了17个指标构建评价指标体系,采用熵权法评价黑龙江省国有林区新型城镇化建设水平。结果表明:黑龙江省国有林区新型城镇化建设水平,总体成果显著,2009—2018年新型城镇化综合指数由0.208 1提升0.772 0。经济增长率、第二产业发展水平、基础医疗建设、人口素质水平、森林覆盖率等,对促进国有林区新型城镇化建设贡献度较高;人均GDP、第三产业发展、人均住房使用面积、道路里程等,对促进国有林区新型城镇化建设贡献度相对较低;国有林区人民还存在经济欠发达、生活条件相对落后、就业困难等方面的问题。依据研究结果,建议:以促进国有林区经济发展为核心,加快产业结构优化;以增加人均住房使用面积、人均铺装道路里程为重点,改善基础设施建设;以提高国有林区建成区绿化为目标,巩固生态功能区定位。
Taking the state-owned forest area of Heilongjiang Province as the research object, with the data of "Compilation of Comprehensive Statistical Data of Heilongjiang Province Forest Industry"(2009-2018) and "Heilongjiang Statistical Yearbook"(2010-2019), on the basis of the principles of comprehensiveness, scientific data, data availability and quantifiable data, 17 indicators were selected from the three dimensions of economic construction level, social development level, and ecological construction level to construct an evaluation index system, and the entropy method was used to evaluate the new urbanization construction level of Heilongjiang state-owned forest area. The overall results of the new urbanization construction level in the state-owned forest areas of Heilongjiang Province were remarkable. The comprehensive index of new urbanization in 2009-2018 increased from 0.208 1 to 0.772 0. The economic growth rate, the secondary industry development level, the basic medical treatment construction, the population quality level, and the forest coverage rate etc. have a high contribution to the promotion of new urbanization in state-owned forest areas;Per capita GDP, per capita tertiary industry development, per capita housing use area, and road mileage etc. have a relatively low contribution to the promotion of new urbanization in state-owned forest areas. The people of state-owned forest areas still have problems in economic under development, backward living conditions and employment difficulties. It is suggested that to promote the economic development of state-owned forest areas as the core for accelerating the optimization of industrial structure;to improve infrastructure construction by increasing the per capita housing use area and per capita road mileage;and to improve the greening of state-owned forest areas as the goal for consolidating the positioning of ecological functional areas.
