摘要
党的十九大报告将打赢精准脱贫攻坚和乡村振兴战略作为实现两个百年奋斗目标的重要工作任务,2019年3月,国务院将"统筹衔接脱贫攻坚与乡村振兴"的建议写入了政府工作报告。站在即将全面实现脱贫摘帽的历史节点上,总结脱贫攻坚的宝贵经验,巩固脱贫成效,做好统筹衔接,进一步谋划贫困地区以及相对贫困人口的增收致富途径,对我国实现从全面小康到迈入共同富裕具有重要的研究意义和实践价值。在这两项重要任务叠加推进的时代背景下,本文深入阐释两者关系,以对贫困地区的帮扶工作及思考作为实践基础,剖析了乡村发展面对的新形势及面临的主要难题,提出了贫困地区发展动力向内生动力转换、脱贫攻坚与乡村振兴统筹衔接的有效路径。
The report of the 19 th national congress of CPC made winning targeted poverty alleviation and rural revitalization strategies as an important task in achieving the two centenary goals.In March 2019,the State Council included in its government work report a proposal to coordinately meshes poverty alleviation efforts with rural revitalization.Standing on the historical node of getting rid of poverty,We should sum up the valuable experience of poverty alleviation,consolidate the achievements of poverty alleviation,make overall arrangements and further plan to the ways of increasing income with poor areas and the relatively poor population,which has important research meaning and practical value for our country to realize from the moderately prosperous society to common prosperity.Under the historical background with superposition and advancement of these two important tasks,This paper explains the relationship between them,which pointed out the transformation of endogenous power is the key to do overall connection,and used the supporting work and thinking for poor areas as a practical basis.This article analyzes the new situation and the main problems faced by rural development,and puts forward an effective way to transform the developing power into endogenous power,to coordinately meshes poverty alleviation efforts with rural revitalization.
