摘要
党的十八大以来我国养老服务政策密集出台、渐成体系。养老服务政策的进展主要表现在八个方面:理顺政府与市场关系,厘清养老服务供给责任;全面开放养老服务市场,增加养老服务供给;大力发展社区服务,弥补服务体系短板;强化创新驱动,支持新型养老模式发展;推动医养结合,破解养老服务发展困局;加大扶持力度,降低服务供给成本;加强市场监管,提升养老服务质量;开展长期护理保险制度试点,探索护理责任分担新模式。十八大以来养老服务政策变化有四大明显特点:在政策定位上,由单一发展老龄事业转变为老龄事业和产业协同发展;在政策目标上,由保重点人群转变为保基本服务;在政策重点上,由侧重扶持机构转变为促进居家社区机构相协调;在政策内容上,由就养老论养老转变为推动医养康养相结合。下一步养老服务政策取向:一是焦点转移,从顶层设计走向具体落实;二是动能转换,进一步强化创新驱动;三是关口前置,增强老年人自我养老能力;四是重心下沉,继续大力发展社区养老服务;五是重点突破,尽快总结试点经验出台统一的长期护理保险制度。
Since the 18 th CPC National Congress,China’s elderly service policies have been intensively introduced and gradually become a system.The progress of the elderly service policy is mainly in eight aspects:straighten out the relationship between the government and the market and clarify the responsibility for the supply of elderly services;fully open the elderly service market;vigorously develop community services;support the development of a new type of pension model;promote the integration of medical care and support;reduce the cost of service supply;strengthen market supervision to improve the quality of pension services;and launch a pilot of a long-term care insurance.There have been four distinct characteristics in the changes in elderly service policies in this period:in terms of policy positioning,from the development of aging undertakings to the development both of aging undertakings and industries;in terms of policy objectives,the transition from key populations to basic services;from the exclusive focus on institutions to the coordination of home,community and institutions;in the content of the policy,from narrow elderly services to the integration of elderly services with medical and health care.The next step in the orientation of elderly service policies should shift focus from top-level design to concrete implementation,change driving force to further strengthen innovation,put front gate to enhance the self-care ability of the elderly,develop community care services continually,and sum up the pilot experience as soon as possible and introduce a unified long-term care insurance system.
