新一代信息技术促进黄河流域生态保护和高质量发展应用研究 被引量:24

Application Research for New⁃Generation Information Technology Promote Ecological Protection and High Quality Development in the Yellow River Basin

摘要 随着互联网的发展,以大数据、人工智能、物联网为代表的新一代信息技术正在加速促进农业、制造业和服务业之间的产业融合,推动我国经济高质量发展。为促进新一代信息技术在黄河流域生态保护和高质量发展进程的运用,分析了黄河流域的资源条件、社会经济发展和产业构成现状,在探讨黄河流域生态保护和高质量发展面临的问题基础上,提出运用新一代信息技术促进黄河流域生态保护和高质量发展的框架,即建立生态环境空天地一体化管理系统、完善综合防汛预警体系、健全黄河供水区水资源管控体系、加快流域内产业结构优化调整、建立完整的流域产业链等。在该框架的基础上建议建立空天地一体化大数据平台,以加速黄河流域的生态恢复,保障黄河流域的高质量发展。 With the development of internet,newgeneration information technology represented by big data,AI and IOT,is accelerating the industrial integration among agriculture,manufacturing and service industries and driving high quality development of China’s economy.In order to promote the application of new generation information technology in the process of ecological protection and high quality development in the Yellow River basin,this paper analyzed the current situation of natural resources,social and economic development and industrial composition of the Yellow River basin.Then on the basis of discussing the problems faced by ecological protection and high quality development of the basin,this paper put forward the general framework by using newgeneration information technology to promote ecological protection and high quality development of the basin,that is to establish the airspaceground integrated management of ecological environment,improve the comprehensive flood prevention and early warning system,maintain the management and control system of water resources in the Yellow River water supply area,strengthen the optimization and adjustment of industrial structure in the basin and establish a harmonized industrial chain in the basin.On the basis of the framework,it was suggested to establish an airspaceground integrated big data platform,which could accelerate the ecological restoration along the Yellow River basin and ensure high quality development of the basin.
