摘要
自2009年以来,世界卫生组织共公布六次“国际关注的突发公共卫生事件”,这些公共卫生安全事件的突然性,以及防护不及时,给社会经济发展带来了不可挽回的重创。2019年公共卫生安全事件新型冠状病毒肺炎爆发,传播速度快且传播途径广,极易导致感染,加之病毒爆发初期检验、救治方法局限以及春节期间人口大规模流动,导致全国大范围疫情爆发。如何高质高效地阻断病毒传播,是疫情防控的重中之重,尤其对于来华留学生这个特殊群体,地域文化差异以及自我管理方式差异因素,为高校疫情防控提出了更高的工作要求。高校面对此类突发公共安全事件,应从增强文化认同感、落实常态化防控措施、强化突发事件启动机制、构建人文关怀体系保障学生安全健康,保证复学复课工作顺利进行。
Since 2009,the World Health Organization has published six"Public Health Emergency of International Concern".The suddenness of these public health and safety incidents and the untimely protection has brought irreparable damage to social and economic development.In 2019,public health security emergencies COVID-19 broke out,which spread quickly and spread widely,and easily lead to infection.In addition,the test and treatment limitation at the beginning of virus outbreak and large-scale population movement during the spring festival period led to a nationwide outbreak of large scale.How to effectively block the spread of virus is the priority among priorities for epidemic prevention and control,especially for overseas students studying in China.These special groups with regional cultural differences and differences in self-management have put forward higher work requirements for epidemic prevention and control in colleges and universities.In the face of such public security emergencies,colleges and universities should strengthen cultural identity,implement standardized prevention and control measures,strengthen the startup mechanism of emergencies,build a human care system to ensure the safety and health of students,and ensure the work of school resumption runs smoothly.
