摘要
在中美战略竞争新格局下,法国率先重申“战略自主”,其外交独立性的战略价值再度凸显。法国外交的独立性具有深厚的外交传统和内在逻辑,是建立在实力、战略文化和强势领导人推动的基础上,并借欧洲一体化加以展现,在不同的国际格局中呈现出不同的内涵。马克龙总统提出全方位的战略自主,其外交独立性主要是相对于美国特朗普政府,有利于维护国际战略平衡和多边主义,但这种独立性是有限度的,对国际秩序变革的态度也是矛盾的。它同时制衡着国际体系中的新兴力量,也会随着美国对多边主义和盟国协调的回摆而有所削弱。
Under the new strategic configuration of China-U.S.competition,France reiterated the notion of“strategic autonomy”,which highlights the strategic value of its independent diplomacy.The independence of French diplomacy has rooted in its diplomatic tradition and has its internal logic.It is built on France’s national strength and strategic culture,promoted by aggressive leaders and implemented with the help of European integration.It has different connotations within different international structures,and at the same time has its limitations.Facing the strategic competition between China and the U.S.,French President Macron introduced the idea of“strategic autonomy”as a response to the policies of the Trump administration,which is helpful for safeguarding international strategic balance and multilateralism.However,such independence is limited in that it contains the emerging powers in the international system and will be weakened as the U.S.switches back to multilateralism and ally coordination,whose attitude towards the reconfiguration of international order is contradictory.
