摘要
上海市东方医院自2010年起,由上级卫生主管部门正式授权开始组建卫生应急救援队伍。本文介绍了该队伍的建设模式,从体制、机制、专业、能力、设备、战略等六个方面以单一医院独立整建制的形式建设紧急医学救援队,实现了“应急管理-医护技-后勤辅助”一体化的科学组队,以及队伍的统一管理、统一培训、统一调度、统一补给,极大地提高了战斗力和凝聚力。该模式取得了显著成果:东方医院救援队在2012年成为首批国家紧急医学救援队,2016年成为世界卫生组织认证的首支国际应急医疗队,其后又指导多家国内外单位通过了世卫组织的评估,对提升我国应急医疗的国际地位和影响力,乃至推动人类社会医学抗灾能力的提升做出了贡献。
Shanghai East Hospital has been formally authorized by the higher-level health authorities to establish a health emergency rescue team since 2010.This article introduces the construction model of the team.The emergency medical rescue team was built in the form of a single hospital independent integrated system from six aspects including system,mechanism,specialty,ability,equipment,and strategy,which realizes"emergency management-medical care-logistics assistance."The integrated scientific team,as well as the unified management,training,scheduling,and supply of the team have greatly improved combat effectiveness and cohesion.'his model has achieved remarkable results:the rescue team became the first national emergency medical rescue team in 2012,and became one of the first international emergency medical team certified by the World Health Organization(WHO)in 2016.It has guided many domestic and foreign teams to pass the evaluation of the WHO.The WHO's assessment has been contributed to enhaneing the interna tional status and influence of my country's ernergency medical care,and the improvement of medical disaster resistance.
