摘要
档案管理体制作为国家档案事业体系的重要组成,其科学定位关系到档案局和档案馆的公众形象,更会对两大部门的职能运转产生间接影响。分析“局馆分立”档案管理体制定位触发的档案部门社会形象的模糊、档案工作者职业心理的波动、档案管理工作协调性的降低及档案行政监管的弱化等现实问题,挖掘“局馆联动”档案管理体制定位蕴涵的塑造机构形象、激发身份认同、优化职能互动和创新管理理念等潜在价值,探索另一种可能更科学的档案管理体制定位及其实现机制。
The archives management system is an important part of the national archives enterprise system.Its scientific positioning is not only related to the public image of the archives bureau and archives,but also has an indirect impact on the functioning of the two departments.Analyze the real-life problems triggered by the positioning of the archives management system of “separation of bureaus and libraries”,dig the potential value of the positioning of the archives management system of “combination of bureaus and libraries”,and explore another possibly more scientific archives management system positioning and its implementation mechanism.
