The Motivation,Content and Challenges of the Development of Canada’s International Education Strategy——Analysis Based on Building on Success:International Education Strategy(2019-2024)

摘要 基于国际教育对加拿大经济发展和社会繁荣的重大贡献,加拿大于2019年8月发布《立足成功:加拿大国际教育战略(2019-2024)》,以进一步推动本国国际教育发展。该战略在充分规划基础上确定了未来五年加拿大国际教育发展目标,并通过了一系列战略行动来推动目标的实现,包括:立足于学生能力发展,打造一流学习目的地;灵活发展国际教育市场,进一步扩大潜在机会国家;优化加拿大留学推广行动,营造教育福利国家形象;联合教育部门及相关利益者,成为国际教育引领者以及关注K-12国际教育,吸引全球最优质的学生等。但加拿大在具体推行过程中也面临着一些挑战。 International education has made important contributions to the economic and social development of Canada.In August 2019,Canada promulgated the Building on Success:International Education Strategy(2019-2024),which would comprehensively promote the development of international education.Based on a comprehensive planning,the strategy sets out the development objectives of international education in the next five years.The new strategy will take a series of actions,including focusing on student capacity development,making Canada a first-class study abroad country,simultaneously developing various international education markets and expanding the international education markets of some potential countries;what’s more,optimizing the promotion of study abroad in Canada,and creating Canada as an image of a welfare education country.Jointing education department and related stakeholders while becoming an international education leader is also very important.Besides,Canada would like pay more attention to international education from kindergarten to high school,and attract the best students from the world.These strategic actions can promote the achievement of goals,but there are still some challenges in the implementation.
