摘要
警务指挥决策是警务指挥活动中最关键的环节,对警务指挥效果起着至关重要的决定作用。当前有关警务指挥决策的研究仍较为薄弱。决策是一种由决策者作出主观决断的行为,决策者的理性程度影响着决策结果的效能。运用有限理性理论,研究"实然状态"下的警务指挥决策行为,分析完全理性与非理性的警务指挥决策模式在实践中存在的不足,论证引入有限理性下警务指挥决策的必然性和价值,在有限理性理论的基础上,从信息、专家咨询、监督、评估四个维度构建警务指挥决策机制,从而引导警务指挥决策走向科学化。
Police command decision-making is the most critical link in police command activities,which plays a crucial role in determining the effect of police command.At present,the research on police command decision is still weak.Decision making is a kind of subjective decision-making behavior made by decisionmakers,and the rationality of decision-makers affects the efficiency of decision-making results.By introducing the theory of limited rationality,this paper studies the police command decision-making behavior under the"actual state".This paper analyzes the shortcomings of the fully rational and irrational policing command and decisionmaking mode in practice,demonstrates the necessity and value of introducing the limited rationality into the police command and decision-making mode.On the basis of the limited theory,the police command and decisionmaking mechanism is constructed from the four dimensions of information,expert consultation,supervision and evaluation,so as to guide the police command decision-making to be scientific.
