摘要
为考察"走出去"战略能否改善中国不同地区的人力资源错配现象,基于中国29个省(自治区、直辖市)的面板数据,以人力资源错配指数作为测算过程的基础,借助固定效应模型,实证分析了"走出去"战略对不同地区人力资源错配的影响。研究发现,中国29个省(自治区、直辖市)均存在人力资源错配现象,且东部地区较中西部地区严重;东部地区主要表现为人力资源配置不足,中西部地区主要表现为人力资源配置过度;"走出去"战略能够有效改善人力资源错配现象,相对而言,对东部地区人力资源错配的影响更为显著。最后提出了改善人力资源错配的相关建议:加大"走出去"力度,缩小资源配置的地区差异,减少政府干预。
In order to investigate whether the strategy of"going out"can change the phenomenon of mismatched human resources between different regions,this article,on the basis of the panel data of 29 provinces(autonomous regions or municipalities directly under the jurisdiction of the central government)which are based on the index of mismatched human resources as the measuring process,makes an empirical analysis of the effect of the strategy on the mismatched human resources by using the fixed effect model.It is found that the phenomenon exists in all the 29 provinces(autonomous regions or municipalities directly under the jurisdiction of the central government),with the eastern regions more serious than central and western regions.The eastern regions mainly manifest insufficient allocation of human resource,while the central and western regions mainly manifest as excessive allocation of human resources.The strategy of"going out"can improve the phenomenon of mismatched human resources between different regions.The effect is especially noticeable in eastern regions.At the end of the article,the writers provide relevant suggestions that we should strengthen"going out",narrow the allocation gap of resources between regions and reduce government intervention.
