摘要
为践行党中央关于治理体系与治理现代化的战略方针,支持各地医疗保障局更好地承担以三医联动为中心任务的新医改职责与使命,针对当前医疗保障局在推进深化医改政策过程中存在的协同流程不协调及人员胜任力不足等方面的治理障碍,结合治理与管理、治理体系构建以及推进治理现代化方法手段的深入分析,本文提出了以政研融合的方式与政府共建医疗保障研究院,协助医保局构建科学、合理的医保治理体系,有效、扎实地推进医保治理现代化目标,为建立可持续发展的医疗保障制度及推进医改事业的发展提供强有力的支撑,为其他领域治理体系建设起带头作用。
In order to implement the strategic policy of the CPC Central Committee on the governance system and modernization of governance,support local medical security bureaus to better undertake the new medical reform responsibilities and missions with the three medical linkage as the central task,in view of the current governance obstacles in the process of deepening the medical reform policy,such as the coordination process is not coordinated and the personnel competence is insufficient,combine the methods and means of governance and management、construction of governance system and promote modernization of governance to analyze,this paper proposes to build a Medical Security Research Institute with the government in the way of political research integration,assist the medical insurance bureau to build a scientific and reasonable medical insurance governance system,effectively and solidly promote the modernization goal of medical insurance governance,effectively and solidly promote the modernization goal of medical insurance governance,and provide strong support for the establishment of a sustainable medical security system and the development of medical reform,to play a leading role in the construction of governance systems in other fields.
