摘要
区域经济格局演变及其空间结构优化是指导地区未来经济社会发展的重要前提和基本内容。文章在系统评述我国区域发展格局演变研究成果的基础上,借助城市综合实力评估与精确的流动大数据应用方法,分别揭示了近10年来湖南省城市节点、区域内外向联系轴带以及发展板块的基本特点与演化规律。研究发现:湖南省区域发展不平衡不充分的问题长期存在;省会城市及其所在的长株潭板块发展势头良好,衡阳、岳阳等城市综合实力居于前列,但大湘西板块的城市综合实力较弱;交通信息网络及人口对外流动数据反映出以长株潭地区为核心,京广、沪昆高铁经济带交叉形成的"大十字"型空间格局稳定,具有较强的辐射带动作用,长期以来均处于湖南省区域经济发展格局的第一层级。与此同时,仍有一些地区尚缺乏有效的发展轴支撑。综合上述判断,对应城市节点、发展轴带、发展板块三个方面提出了湖南省"十四五"时期空间结构优化的基本方案。
Research on the evolution of regional economic structure and optimization of its spatial structure is an important prerequisite and basic content for guiding the future economic and social development of the region.This study systematically reviews the relevant research results of the evolution of China’s regional development pattern.Method for appraising comprehensive strength of cities and applying big data for accurate population mobility,the basic characteristics and evolution laws of major cities,development axes,and development sectors in Hunan Province in the past 10 years have been revealed separately.The study found:The problem of unbalanced and inadequate regional development in Hunan Province has been for a long time.Provincial capital cities and their plates have a good momentum to develop,the cities with comprehensive strength in the forefront include Hengyang and Yueyang,and the comprehensive strength of major cities in the western Hunan region is weak.The data of the traffic and information network and the population flow show that:the Chang-Zhu-Tan area is the core,and the"Big Cross"spatial development pattern formed by the crossover of the Beijing-Guangzhou,Shanghai-Kunming high-speed rail economic belt is stable,it has a strong radiating role and has been in the first level of regional economic development pattern in Hunan Province for a long time.However,other regions lack effective development axes to provide important support.Based on the above analysis,this study puts forward the optimization countermeasures of the spatial strategic pattern of Hunan Province during the"Fourteenth Five-Year Plan"period from three aspects:cities,development axes,and development sectors.
