摘要
在推进国家治理体系和治理能力现代化进程中,政府如何管理涉外民间组织以发挥其积极作用,配合国家行为体等共同参与全球治理,成为中国参与全球治理新变革必须重视的重大现实问题。当前,中国涉外民间组织参与全球治理缺少法律法规和相关政策制度引导,国际化水平不高,还面临开展国际合作时缺少政策、资金、人才和国际化治理机制等现实挑战。因此,从政府管理的视角出发,中国涉外民间组织借助“一带一路”建设平台参与全球治理,可从组织治理维度的设置、伙伴关系的确立、国际业务的合作及人才结构的安排等路径,搭建涉外民间组织配合中国对外工作、参与全球治理的战略机制,有效发挥其民间外交的积极作用,拓展和延伸中国参与全球治理新变革的深度和广度。
In modernizing the governance system and capacity,China should pay more attention to the ac⁃tive role of foreign⁃related NGOs cooperating with national actors in global governance.At present,the par⁃ticipation in the global governance of Chinese foreign⁃related NGOs,lacking the guidance of regulations and related policies,is at a low level of internationalization.Its international cooperation is faced with practical challenges including the lack of policies,funds,talents,and global governance mechanisms.Therefore,China should build a strategic mechanism in organization governance,establishment of partnerships,inter⁃national business cooperation,and talent arrangements based on the platform of the Belt and Road Initiative to make full use of the active role of foreign⁃related NGOs,and expand and deepen China’s participation in reforms of global governance.
