摘要
伴随着我国特大城市城市化、机动化进程的不断推进,交通拥堵成为制约城市经济社会发展的关键问题。通过交通需求管理手段治理特大城市交通问题已经成为保障城市交通有序发展的必然之策。文章系统梳理了北京、上海、南京、香港、新加坡和东京等特大城市的交通需求管理政策的发展历程,并对典型政策的实施概况进行分析论述,全过程跟踪评估政策实施效果,通过对比各类城市交通需求管理政策的发展经验与实施效果,针对特大城市交通需求调控政策制定发展建议,包括实施时机优化、行政手段为主导向经济手段为主导转变、强控拥车向强控用车转变、综合采用多种配套政策及建立长效后评估机制等。
With the promotion of the megacities’urbanization and motorization,traffic congestion has become one of the most important problems affecting economy development.Transportation demand management(TDM)becomes necessary to keep traffic development in order.Firstly,the research summarizes the development of the TDM policy in Beijing,Shanghai,Nanjing,Hong Kong,Singapore and Tokyo.Secondly,typical policies and their effects are studied.Thirdly,it compares the effects of different policies in each city.Finally,it puts forward suggestions to optimize the TDM policies(e.g.optimizing the implementation time,transition from administrative-oriented polices to economy-oriented policies,transition from car ownership restriction to car usage restriction,employment of multiple supporting polices and establishing longterm evaluation mechanism.).
