摘要
营商环境是基层社会治理能力提升的重要标志。在马克思主义治理思想指导下,在共产党的领导下,我国根据时代发展要求并结合实际,在基层社会治理方面进行了积极实践,取得了以问题为导向、注重治理主体的多元及人才培养、法律制度的完善和国家政策支持等宝贵经验。基于此,建议政府和市场同时发力,不断优化政务环境、市场环境和人才格局,构建政府、市场和民众之间开放共享、实时交流的平台,不断提升基层社会治理能力。
Optimizing the business environment is an important symbol of the grassroots social governance system and capacity improvement.Under the guidance of Marxist governance ideology and the leadership of the CPC,our country has carried out active practice in grassroots social governance in accordance with the development requirements of the times and in combination with reality,and achieved valuable experience in problem-oriented,pluralistic governance,talent training,the improvement of the legal system and national policy support.From the perspective of optimizing the business environment,the improvement of grassroots social governance system and governance capabilities requires both the government and the market to work together to continuously optimize the government environment,market environment and talent pattern,and build an open,shared and real-time relationship between the government,the market and the public,set up a platform for exchanges to continuously improve grassroots social governance capabilities.
