摘要
在分析非常规水源利用现状及存在问题的基础上,结合党的十九届五中全会精神有关要求和当前形势,考虑内生动力、供水普遍性和稳定性、技术经济可行性三方面因素,分析非常规水源利用发展的重点布局,并按照约束性和激励性措施并行的原则,从破解供给端和需求端双向不足着手,提出新时期非常规水源利用发展的总体思路和框架,以及推进工作的相关建议。
On the basic of analyzing the utilization status and main problems of unconventional water resources,considering national macro strategies of unconventional water resources development and key factors such as development endogenous power,universality and stability of water supply,technical and economic feasibility,the paper clarifies the layout focus of unconventional water resources development.In accordance with the principle of incentive measures and constraint measures in parallel,to solve the double deficiencies on the supply side and the demand side,the overall idea and framework for the development of unconventional water resources are proposed,as well as relevant recommendations for specific work.
