摘要
新冠肺炎(COVID-19)疫情提示我们亟需构建现代化的国家医学情报体系。指出应对疫情必需早期预警、防控隔离、精准救治三大措施,在此基础之上,基于情报学理论与技术以及国内外情报机构建制,对比四种不同的决策模式,提出构建基于医学情报生命周期的兼具情报预警、防控决策、精准管理三大功能的国家医学情报体系顶层设计,通过基础层、核心层和技术层形成战略关联、一体联动。
The epidemic of COVID-19 has highlights the urgent need to build a modern national medical information system.Based on the response to the epidemic,authors point out that three major actions,i.e.early warning,decisive isolation and accurate treatment,are necessary to deal with the epidemic.Combining the theory of information science and technology with national and international information systems based on four different decision models and the whole medical information life cycle,the top-level design of the national medical intelligence system is constructed,which combines three functions of intelligence early warning,prevention and control decision-making and accurate management.Strategic alliance is formed through the basic layer,the core layer and the technical layer,which are strategically linked with acted together.
