摘要
节能审查作为约束新上项目科学合理利用能源、减少能源浪费的重要手段,在促进地方完成能耗总量和强度“双控”目标任务方面发挥了重要作用。随着“放管服”改革在节能审查领域的逐步深化,加强和规范事中事后监管工作成为促进节能审查取得实效的重要保障。本文通过分析地方节能审查事中事后监管的实施情况和存在的主要问题,提出完善节能审查事中事后监管制度建设的意见建议。
As an important means to restrict the scientific and rational use of energy and reduce energy waste,energy saving review plays an important role in promoting local governments to achieve the goal of“dual control”of total energy consumption and intensity.With the gradual deepening of the reform of“decentralization,regulation and service”in the field of energy saving review,strengthening and standardizing the supervision during and after the event has become an important guarantee to promote the effectiveness of energy saving review.In this paper,through the analysis of the implementation and existing problems of local energy saving review after the implementation of supervision system,it puts forward suggestions to improve the energy saving review in the process of post-supervision system construction.
