摘要
党的全面领导制度有广义、狭义两个层面涵义以及高度、力度、深度、温度、能度、严度等六个维度。党的全面领导的制度化结构框架有指导思想、主要原则、基本内容等。指导思想主要是习近平新时代中国特色社会主义思想;主要原则主要是党的基本方略层面的相关内容;基本内容主要包括党的全面领导路线和党的全面领导内容等。党的全面领导制度化的主要方法是“载入”各级组织的组织法和章程。文章分析了北京大学、清华大学、哈尔滨工程大学三所高等学校章程的结构以及直接涉及党的领导的内容,提出了将党的全面领导的指导思想、主要原则、基本内容等“嵌入”高等学校章程的嵌入范式,将党的全面领导制度“融入”高等学校章程的序言、总则、领导体制中的融入范式。
The party’s overall leadership system has two levels of meaning in broad sense and narrow sense,and six dimensions such as height,strength,depth,temperature,ability and strictness.The institutional framework of the party’s overall leadership includes guiding ideology,main principles and basic contents.The guiding ideology is mainly Xi Jinping’s socialist ideology with China’s characteristics in the new era.The main principles are mainly related to the basic strategy of the party,and the basic contents include the party’s comprehensive leadership and the party’s overall leadership.The main method of systematization of the party’s overall leadership is to“load”the organizational law and constitution of organizations at all levels.This paper analyzes the structure of the constitution of Peking University,Tsinghua University and Harbin Engineering University and the contents directly related to the party’s leadership.It puts forward that the guiding ideology,main principles and basic contents of the party’s overall leadership should be embedded into the constitution of colleges and universities,and the party’s overall leadership system should be integrated into the preface,general rules and guidelines of the constitution integrating the paradigm.
