摘要
面对全球卫生治理领域的新挑战,中国提出共建人类卫生健康共同体方案。为此可与"健康丝绸之路"建设结合起来,在沿线区域先行先试。首先,应凝聚区域共识,满足沿线国家对国际卫生公共产品的需求。其次,应加强相关机制建设,不断完善"一带一路"卫生治理体系。再次,应促进卫生政策与治理经验交流沟通,鼓励多主体参与,使区域卫生合作走深走实。面对外部环境存在的风险挑战,沿线各国可在民心相通、物质保障、机制创新等方面挖掘潜力,特别是中国要发挥其引领作用,使人类卫生健康共同体意识在本区域落地生根。
In the face of new challenges in the field of global health governance, China proposes to build a community of human health. Therefore, it can be combined with the construction of the "healthy Silk Road" and try first in the regions along the route. First of all, regional consensus should be built to meet the needs of countries along the route for international health public goods. Secondly, the construction of relevant mechanisms should be strengthened to improve the health governance system of the Belt and Road. Thirdly, we should promote the exchange and communication of health policy and governance experience and encourage mul-ti-agent participation to make regional health cooperation go deep and solid. In the face of the risks and challenges of the external environment, countries along the belt and road can tap their potential in the areas of people-to-people connectivity, material guarantee, and mechanism innovation. In particular, China should play its leading role so that the sense of community of human health will take root in the region.
