摘要
新时代背景下,党的各项制度改革进入纵深期和攻坚期,党内法规制度建设逐步进入快车道。在搭建好基本框架并明确制度建设目标后,应进一步强化短板,实现耦合。为此,基于动态和静态两方面共同协作,党内法规制度建设应从政治、法治、功能、效力、实践五大维度重点着力。在协调路径上,不仅需要在理论上强化党的领导、完善制度顶层设计、促进党内法规与国家法律的协调衔接,还需从动态实践中加强对党规的备案审查以及提升其执行力,确保形成制度建设的良性互动。
Under the background of the new times,the various party regulations and systems have entered the critical period of reform.And their construction has stepped into the fast lane.After building the framework and defining the system construction,the weaknesses should be strengthened to achieve efficiency.For this reason,based on the coordination between the static and dynamic factors,the construction of the party regulations and systems should be reformed from the five dimensions of politics,rule by regulations,function,effectiveness and practice.In terms of the coordination path,we should not only strengthen the party’s leadership,perfect the top design of the system and promote the coordination between the party’s regulations and national laws theoretically,but enhance the record of the party regulations to increase their implementation capacity in an attempt to guarantee the positive interaction of the system construction.
