摘要
随着全球气候变化和快速城市化,极端暴雨事件日益增多,特大型城市由于经济活动高度集中,洪涝灾害应对更加复杂,亟须有效的预警调度手段以提高灾害应对的精细化和科学化。以深圳市河湾流域为对象,以城市洪涝模型为核心,基于智慧城市大数据平台,耦合多源历史、实时和预报数据,设计实现了洪涝预警调度系统。系统采用面向应用场景的组织模式,针对暴雨、台风、日常监视等不同情景,分别构建汛情监视、态势分析、模拟调度、风暴潮风险分析等几大场景,实现对城市洪涝过程的精细化模拟和风险评价,为预警调度决策提供支撑。从系统框架、应用流程、主要功能、关键技术等方面对系统进行了介绍。
Extreme rainstorm events are increasing with the global climate change and rapid urbanization.Due to the high concentration of economic activities,the responses for flood and waterlogging are more complex in mega cities.Effective early warning and dispatching measures are urgently needed to improve the precision and technol⁃ogy of disaster response.Based on the Digital City Platform of Shenzhen,coupled with multi-source historical,re⁃al-time and forecast data,this paper designs and implements a flood and waterlogging early warning and dispatch⁃ing system in the Hewan Basin.The application-oriented organization mode is adopted in the system,which re⁃spectively constructs several scenarios such as flood situation monitoring,situation analysis,simulated dispatch⁃ing and storm surge risk analysis,aiming at different scenarios such as rainstorm,typhoon and daily monitoring.the system realizes refined simulation and risk evaluation of flood process,and provides support for flood early warning and dispatching decision-making of river basin.This paper introduces the system framework,application process,major functions,key technologies and so on.
