摘要
为进一步推进贵州省依托专业机构对科技计划项目进行管理,分析了国家及部分省市项目管理专业机构的培育建设历程,结合贵州省委托第三方机构管理科技计划项目发展现状,提出推进贵州科技计划项目管理改革及培育构建项目管理专业机构的对策。应保证制度先行,建立高效联动专业管理机构信息系统,实现全过程规范化线上管理。专业机构应转变管理思维,建立完善的管理制度。
In order to further promote the management of professional institutions on science and technology planning project in Guizhou Province,the research analyzes the training construction development of national and some provinces and cities project management specialty institutions,and proposes countermeasures of promoting Guizhou science and technology planning project management reform and training construction project management professional institutions through combining with the development situation of Guizhou Province entrusting the third party to manage science and technology planning project.It is suggested to formulate system firstly,establish efficient information system of specialized management institutions,and achieve overall standardized online management.Specialized institutions should transfer management thinking,and establish perfect management system.
