摘要
2020年暴发了全球性的新冠肺炎疫情。在疫情防控斗争中,武汉构筑了党中央集中统一领导、公安机关以“当先”精神维护社会治安、基层社会组织全力以赴维护社区秩序、社区物业积极配合封控小区、社会力量积极参与防控的多元主体参与社会治安治理的经典模式。基于武汉应对疫情防控模式的经验总结,下一步应从法律完善、治理技术保障、激励机制保障、社会力量保障等方面进一步推进多元主体参与治安治理的良性格局,为常态化防控提供借鉴。
In 2020,the COVID-19 broke out all over the world.In the struggle of epidemic prevention and control,Wuhan has constructed a classic model of multiple subjects participating in social public security governance,which are centralized and unified leadership of the CPC Central Committee,public security organs safeguard social order with a spirit of"being the first",grassroots social organizations have gone all out to maintain community order,community property management companies actively cooperate with closure and control communities,and social forces actively participate in social order prevention and control.Based on the experience summary of epidemic prevention and control mode in Wuhan,in the next step,we should further promote the benign pattern of multiple subjects participating in social public security governance from the aspects of legal perfection,governance technology guarantee,incentive mechanism guarantee and social force guarantee and so on,so as to provide reference for the constant prevention and control.
